Inclusion Alberta Applauds Budget Increases to Disability Sector

EDMONTON, AB--(Marketwired - April 14, 2016) - Today Finance Minister Joe Ceci's Budget included increases of 2.5% - 4% for: Family Support for Children with Disabilities (FSCD), Persons with Developmental Disabilities (PDD) and Inclusive Education Funding. In addition, both the Fetal Alcohol Spectrum Disorder Initiatives and Provincial Disability Supports Initiatives had their funding retained. 

We are also pleased to see an increase in funding for social housing and accommodation of growth in those requiring AISH. In the near future we would like the Alberta government to amend the AISH legislation so that we can cease being the only province in Canada that does not recognize discretionary trusts. This would be of major benefit to individuals with disabilities and their families.

Robin Acton, President and a parent of an adult daughter with developmental disabilities stated, "Given the province's current financial situation, these increases and sustained funding in other areas are most appreciated but remain insufficient relative to annualized operating costs for Persons with Developmental Disabilities and other programs. We anticipate to maintain existing services plus accommodate new families and individuals requiring support, PDD and possibly other programs require an increase closer to 5% or more. As such, the limited increases will likely lead to longer waiting lists and reduced supports to new individuals and families relative to what they are seeking in assistance. These welcome budget increases will thankfully minimize the pain of limited access to supports but will not eliminate it in its entirety."

Bruce Uditsky, CEO and the parent of an adult son with developmental disabilities, said, "There is a risk Alberta Human Services will increase its use of the Supports Intensity Scale (SIS) as a means of determining supports and funding. This would be a serious error, as the Scale does not provide what it claims while the cost of administering the Scale outweighs any intended benefits. This government has demonstrated the capacity to listen to the disability community through the recent repeal of the PDD Safety Standards Regulation and now it is time to conduct a similar review with respect to SIS and alternative planning mechanisms. Inclusion Alberta believes there are cost savings possible within government and community operations by increasing proven and effective initiatives. We trust the government will invite collaboration on these possibilities."
