U.S. Army Contracting Command - Rock Island Contracting Center Seeks Contractor to Operate and Maintain the Hydroelectric Plant on the Rock Island Arsenal

ROCK ISLAND, IL--(Marketwired - October 20, 2016) - The U.S. Army Contracting Command - Rock Island Contracting Center issued on Thursday, October 20, a sources sought synopsis for the operation and maintenance of the Hydroelectric Plant on the Rock Island Arsenal, Rock Island, Illinois to identify businesses with the capacity, experience, and interest under the North American Industry Classification System (NAICS) Code 221111.

The Scope of this project consists of operating and maintaining the Hydroelectric Plant, 24 hours a day, every day of the year, in such a manner that a continuous supply of supplemental power is produced.

The plant has eight 500 HP generators and two 250 HP induction generators that operate at a 12-foot riverhead generating approximately 25,000 Mega Watt Hours annually or approximately 30 percent of RIA's total annual electric energy consumption.

Operation of the plant includes but is not limited to operator maintenance, inspection, maintenance of water flow through the trash racks, operation of generating equipment, electrical switching operations, and operation of the Supervisory Control and Data Acquisition (SCADA) system. The SCADA system provides control and monitors incoming utility and plant generation power as well as controlling switching operations.

• Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization
• Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
• The administrative and management structure of such arrangements, if significant subcontracting or teaming is anticipated in order to deliver technical capability
• Capabilities Statement of no more than 10 pages (using Times New Roman font of at least 10 pitch) that addresses the following:
  • What type of work the company performed in the past in support of the same or similar requirement?
  • If the company has or can manage a task of this nature, and, if so, provide details.
  • The specific technical skills the company possesses that ensure capability to perform the required tasks.
  • If subcontractors will be utilized
  • CAGE code

Responses are due by no later than 2 p.m. CST on November 21, 2016.

To receive the contract, contractors must be registered with the System for Award Management (SAM) database, and have as part of the Registration all current Representations and Certifications.
