Advanced Wireless Services Networks: A Leap Forward for Quebec Communities and the Economy

Speech by Pierre Karl Peladeau

MONTREAL, QUEBEC--(Marketwire - Oct. 22, 2009) - Speaking at the Federation des chambres de commerce du Quebec (FCCQ) conference on the business of the future, Pierre Karl Peladeau, President and Chief Executive Officer of Quebecor, discussed his take on the digital revolution under way in Quebec and the role Quebecor intends to play in modernizing telecommunications infrastructures.

In his address, Mr. Peladeau noted that Canada has been lagging behind in the shift to latest-generation telecommunications technology. He suggested the reason lies largely in lack of competition and administrative and regulatory red tape.

"If we want to promote growth and to maintain our standard of living, we need to create a technological framework that supports innovation in all sectors of the economy," said Mr. Peladeau. "Around the world, investment in new-generation telecom infrastructures has been a core component of efforts to maintain economic leadership. Public authorities must commit to this process for the benefit of society as a whole. That means having the courage to fight special interests whose sole objective is to protect their established privileges."

Mr. Peladeau also discussed the benefits that will accrue to both individuals and businesses from the upgrading of communications infrastructures: in addition to the jobs that will be created and the new services that will be made available to Quebecers, the building of Quebecor's new network could exert downward pressure on prices, as occurred when Videotron launched its telephone service. Enriched service offerings at lower rates will help Quebec businesses improve productivity and enhance their competitiveness.

From an economic standpoint, the new services will foster business development: increased mobility and the availability of advanced functionalities will enable companies to improve operational efficiencies and strengthen their competitive posture.

The build-out of Quebecor's Advanced Wireless Services network is one of the largest private investments made in Quebec in recent years.
