Appointment to the Merchant Seamen Compensation Board

OTTAWA, ONTARIO--(Marketwire - Oct. 26, 2009) - The Honourable Rona Ambrose, Minister of Labour, today announced the appointment of Ms. Caroline Cyr as Chairperson and Member of the Merchant Seamen Compensation Board.

"I am pleased to announce the appointment of Ms. Cyr," said Minister Ambrose. "The Board will certainly benefit from her extensive knowledge and valuable experience as Director General, Program Development and Guidance Directorate, for the Labour Program at Human Resources and Skills Development Canada."

Ms. Caroline Cyr has over 18 years experience in the federal public service. She has held many senior positions where she provided strategic advice and recommendations to senior management, including deputy ministers. Previously, Ms. Cyr was Director General, Human Resources and Professional Development Branch, at the Immigration and Refugee Board. Ms. Cyr's work experience also includes team building through effective leadership, and making improvements within organizations for more innovative, effective and efficient program and service delivery.

Ms. Cyr has also led the development and implementation of national policies and operations, human resource management and program delivery, notably in the fields of corrections, offender programming, policing, and quasi-judicial tribunal processes.

Ms. Cyr holds a Master of Arts degree in Criminology and a Bachelor of Social Sciences degree in Criminology and Psychology from the University of Ottawa.

The Merchant Seamen Compensation Act provides compensation benefits for work-related injuries to seamen who are not eligible for coverage under other federal or provincial acts. It is administered by the Merchant Seamen Compensation Board, whose members are appointed by the Governor in Council.
