Border Announces Appointment of New President & CEO and Change in Directors

CALGARY, ALBERTA--(Marketwire - Nov. 23, 2009) -

Border Petroleum Inc. (NEX:BOP.H) ("Border" or the "Corporation") announces that Kelly Kimbley has been appointed as President and Chief Executive Officer and to the Board of Directors effective November 20, 2009. In addition, Tyler Cran will resign as President and become Chairman of the Board of Directors of the Corporation. Mr. Cran was instrumental in the founding and re-positioning of Border and wishes to turn over the daily management of the Corporation to Mr. Kimbley. This will better position Border to execute on its business plan focusing on First Nation and Métis partnerships in Western Canada.

Mr. Kimbley, 45 years old, is an experienced oil and gas executive with a long-standing history of working with First Nation and Métis communities. Mr. Kimbley is a member of the Métis Nation of Saskatchewan and former Secretary of the Aboriginal Sub-section of the Canadian Bar Association. He has worked with over 20 First Nation and Métis communities and has helped secure over 450 square miles of exploration rights, and facilitate over $100 million in capital investment, on First Nation Lands.

Mr. Kimbley began his career in 1991 as a lawyer with Howard Mackie (now, Borden, Ladner, Gervais) in Calgary where he practiced oil & gas and aboriginal law. He left private practice in 1997 to join Velvet Exploration Ltd. ("Velvet") as a member of its senior management team. Velvet, a start up company with a focus on the exploration and development of First Nation Lands, became one of the top performing public companies in Canada and was acquired by El Paso Oil & Gas Canada in 2001 for $432 million. Mr. Kimbley spent the next two years as Vice-President of Aboriginal Affairs for El Paso. In 2003, he left El Paso to join Westrock Energy Ltd. ("Westrock") where he served as President. Westrock, a private company, worked exclusively on First Nation Lands and was acquired in 2005 by Prairie Schooner Petroleum Ltd. Mr. Kimbley served as Vice-President, Aboriginal Affairs for Prairie Schooner until 2006 and has since worked as a consultant to First Nations and energy companies.

In other corporate matters, Mr. Gerry Mendyk has tendered his resignation as a director of the Corporation. The Board of Directors would like to thank Mr. Mendyk for his service. Mr. Mendyk will continue to act as Border's Chief Financial Officer.

The Corporation also announces that the Board of Directors have approved the issuance of 7,296,000 stock options to key management and directors pursuant to the Corporation's stock option plan with an exercise price of $0.10 per share.
