Camiant and SeaChange Deliver Integrated Policy Control Solution for Video on Demand; Top-Tier North American Service Provider First to Deploy

Immediately Deployable Solution Enables Cable, Wireline and Wireless Operators to Deliver Richest Quality of Video Experiences

MARLBOROUGH, MA--(Marketwire - January 14, 2008) - Camiant, Inc., the leading provider of policy control and application assurance technology to service providers worldwide, and SeaChange International, Inc. (NASDAQ: SEAC), the world's leading supplier of video on demand (VOD) software and services, today announced the general availability of an integrated solution that guarantees quality of service (QoS) and increases quality of subscriber experience for wireline, wireless and cable VOD users around the world. The combination of Camiant's policy control resource management solution and SeaChange's Axiom VOD software environment creates a superior experience that ensures high-quality video sessions.

A major broadband operator in North America is the first to deploy the solution, instantly enhancing the quality of experience (QoE) across its nationwide VOD service.

"The market for policy control is poised for rapid growth during the next 5 years, as demand for broadband multimedia applications drives service providers to manage network resources more efficiently," said Mark Bieberich, vice president, enabling technologies service provider research at Yankee Group. "The partnership between Camiant and SeaChange is indicative of the innovation and collaboration required in the vendor community to make the business model for broadband services more attractive."

With the increasing popularity of video, voice over IP (VoIP), and gaming applications, policy control is more important than ever for enabling operators to guarantee the quality of high-bandwidth, time-sensitive applications for any subscriber at any time. Broadband operators, such as cable and IPTV service providers use policy control resource managers to reclaim precious bandwidth and effectively manage network resources that result in the best QoS across multiple applications including video, VoIP and high-speed data applications. Today, wireline and wireless operators continue to differentiate themselves with exciting multimedia offerings for subscribers and rely on policy controls to deliver the optimal QoE that increases adoption of high-bandwidth applications.

"With the opening of broadband networks, and the elimination of walled gardens, we are experiencing unprecedented growth of what operators perceive to be bandwidth-killers: video and gaming applications," said Steve Slattery, president and chief executive officer of Camiant, Inc. "This puts policy control front and center with wireless, wireline and cable operators around the world, and Camiant is delighted to be in a leadership position in this sector. This deployment with SeaChange is the first of multiple deployments that enable service providers to guarantee quality of service for emerging multimedia applications. It's all about the user experience: the immediate availability and outstanding performance of video and gaming applications that leads to increased adoption of these services. With policy control, these services become revenue opportunities to embrace, not bandwidth-killers."

Camiant's policy control solutions are designed for efficient, rapid deployment with minimal integration effort for single-service environments, and comprehensive cross-application deployment for multi-service environments. Integrated with SeaChange's Axiom VOD software, Camiant can guarantee QoS for all or for selected sessions (e.g. premium VOD). This permits enhanced content delivery, advertising personalization and improved on-demand services over dynamic network infrastructures; new services can be launched rapidly with minimal impact on network operations. The integration of the two companies' technologies will enable operators to take full advantage of SeaChange's asset management and content delivery capabilities, aligned with Camiant to efficiently control resources for blended services, such as IPTV, VOD, VoIP, gaming and broadband data.

"The open architecture of SeaChange's Axiom on-demand software allows for easy integration with the broad range of applications and technologies that television operators are seeking to deploy, such as Camiant's policy control resource management tools," said Marianne Rocco, Director of Business Development and Partner Alliances, SeaChange International. "Our partner programs significantly facilitate this integration process, which ultimately enables the operator to more efficiently launch new services that benefit their subscribers."

Executives from Camiant and SeaChange will be available for analyst and media interviews at the SCTE Emerging Technologies Conference, January 14-16 in Los Angeles.
