The Coalition for Safe Health Care Management of School Children Opposes Proposal That Would Endanger Diabetic Students

HB 6065/SB 3822 Lowers Standard of Care for All School Age Children

CHICAGO, IL--(Marketwire - April 9, 2010) -  The Illinois Nurses Association, which has fought for patient safety for more than a century, is helping to lead the fight against HB 6065/SB 3822, legislation that could endanger all school children, especially children with diabetes.

House Bill 6065, which passed the Illinois House in March, and its companion, Senate Bill 3822, would allow unlicensed individuals with no educational requirements to serve as "delegated care aides" to diabetic children.

These individuals would be responsible for delivering care to the diabetic child without liability, including administering insulin, checking a student's blood sugar and responding to emergency situations within the school.

If necessary, the "aide" would be authorized to contact healthcare providers to modify the diabetic plan of care for the child. According to Pam Robbins, a registered nurse and president of the Illinois Nurses Association, these are all the essential functions of a school nurse.

"Children deserve a safe school environment. Nurses are qualified healthcare professionals who are trained to care for children with complex chronic illnesses in a school setting," Robbins said. 

"Only registered nurses have the requisite education in assessment, planning and intervention to assess a child, administer insulin, communicate with providers and respond in emergency situations for all children within the school," she added.

The Coalition for Safe Health Care Management of School Children urges everyone who is concerned about the safety of students in our schools to contact your state senator today and request they vote "No" on HB 6065/SB 3822. To further the safety of school children, urge your legislators to support school nurses in all youth educational settings across Illinois. Every child deserves a school nurse.
