Contract Awarded for RCMP Central St. Lawrence Valley Detachment in Cornwall

CORNWALL, ONTARIO--(Marketwire - Nov. 5, 2007) - On behalf of the Honourable Michael M Fortier, Minister of Public Works and Government Services Canada and the Honourable Stockwell Day, Minister of Public Safety, Guy Lauzon, Member of Parliament for Stormont, Dundas and South Glengarry, today announced an agreement for the design, construction, financing and property management of a new RCMP Central St. Lawrence Valley Detachment building in Cornwall with an estimated value of $15 million. The contract was awarded to the joint venture of Westeinde Group (Ottawa) and Chenier Development Corp., headquartered in Cornwall.

"This is a good news story for our community and I am thrilled to make this announcement," said MP Lauzon. "The project will boost our local economy during the construction phase and upon completion, the building will provide for proper accommodation for federal law enforcement operations in Cornwall and Southern Ontario."

Construction completion is anticipated for early 2009. Upon completion, the actual size of the building will be approximately 4,500 rentable square meters.

Through a 25-year lease-purchase agreement, Westeinde Group and Chenier Development Corp. will design, construct, finance, own and operate the facility on land owned by the Crown. At the end of the 25-year lease period, the Crown will own the facility. Public Works and Government Services Canada is working on behalf of the RCMP to manage the delivery of the detachment. Public Works and Government Services Canada previously acquired the property for the RCMP in December 2005 at a cost of $725,000.

Backgrounder

The Royal Canadian Mounted Police (RCMP) is currently located in leased accommodation in Cornwall. The RCMP engaged the services of Public Works and Government Services Canada (PWGSC) to manage the process for the construction of a new RCMP Central St. Lawrence Valley Detachment building. The new detachment will consolidate all the RCMP's investigative units under one roof and will provide functional, safe and secure operations for the RCMP and other law enforcement agencies.

On October 3, 2005, Treasury Board granted lease project approval for the detachment enabling the acquisition of a site and the development of a facility. The 2.59-hectare property, located at McConnell Avenue and Tollgate Road just south of the Highway 401 interchange, was purchased in November 2005 at a cost of $725,000.

Following a competitive two-step tendering process involving a Request for Qualification and then a Request for Proposal, a 25-year lease purchase agreement was awarded to the joint venture of Westeinde Group (Ottawa) and Chenier Development Corp., headquartered in Cornwall on August 31, 2007.

Through this agreement, PWGSC is acting on behalf of the RCMP for the design, construction, financing, ownership, and property management for a new facility combining office and warehouse space. Once constructed, the RCMP will be the custodian of the facility. At the end of the 25-year lease period, the Crown will acquire the facility for a nominal amount and be the custodian.
