Department of Labor Drives Efficiencies With Electronic Pension Plan Processing System

New System Designed, Built and Operated by Vangent Reduced Processing Time From 244 Days to Only 1 Day, Reduced Operating Costs by 30%

ARLINGTON, VA--(Marketwire - February 17, 2010) -  Vangent, Inc., a leading global provider of information management and strategic business process solutions, announced the Department of Labor is already realizing significant quality improvements and cost efficiencies as a result of the recent launch of its new paperless employee benefit EFAST2 processing system.

The Vangent-developed EFAST2 system allows the Department of Labor to improve quality through better data capture; reduce processing times from up to more than 244 days to 1 day and enable information sharing with other agencies through better data exchange capabilities.

In April 2008, the Department of Labor awarded Vangent a $94 million contract to develop, implement, and manage the transition of the Employee Retirement Income Security Act (ERISA) Filing Acceptance System 2 called EFAST2. Eight months later, the EFAST2 system, and the associated contact center also managed by Vangent, went live to allow ERISA filers to submit 100 percent of their filings electronically through the new Web portal at As of February 3, 2010 more than 36,200 system users had registered and more than 930 files have been accepted by the EFAST2 system.

Approximately 1.1 million ERISA filings submitted annually allow the Department of Labor's EBSA, the Internal Revenue Service and the Pension Benefit Guaranty Corporation to exercise the oversight necessary to protect the pension and benefit plans that cover 150 million eligible employees and their dependents, and include assets of approximately $6 trillion.

"Historically, less than 4% of all government IT development initiatives deliver on time and under budget," said Craig Janus, Senior Vice President and General Manager of Vangent's Civilian, Defense and National Security business. "Vangent's ability to accomplish both on this complex IT project points, while saving the Department of Labor 30% in operating expenses, is testament to Vangent's high level of commitment and collaborative partnership with the Department of Labor."

Vangent began working with the Department of Labor and the Employee Benefits Security Administration (EBSA) in 1998 and has processed more than 11.5 million EFAST filings. Vangent EFAST2 program partners include Atazi, Inc., Buccaneer Computer Systems and Services, Inc., CRM Solutions, Inc., HeiTech Services, Inc., IBM Global Business Services, and NATEK Inc.

The EFAST2 Contact Center can be reached at 866-GO-EFAST or 866-463-3278 for ERISA filing questions.
