After months of fluctuating action/inaction, sweeping financial regulatory reform has gained momentum, with SEC Chairman Mary L. Schapiro stating in an April 2nd Washington Post op-ed that "we are near the finish line for far-reaching financial reform." That assessment has been echoed by former Federal Reserve Chairman Paul Volcker, who confirmed his optimism in a March 30 speech at the Peterson Institute for International Economics that Congress will pass a financial regulatory overhaul this year, and other leading government officials who have been quoted as observing that, due to the public's overwhelming support, reform could be signed into law as early as Memorial Day.

When financial reform regarding derivatives, futures and swaps is enacted by Congress, implemented by U.S. Regulators and coordinated with their European Union counterparts, it will have enormous consequences for electricity, gas and oil hedging.
