Ministry of Justice to Advance Efficiency and Savings With Spend, Sourcing and Contract Software

Leading UK Public Agency to Use Emptoris Software to Extend and Complement the Value of Enterprise Resource Planning (ERP) Systems

LONDON--(Marketwire - February 3, 2010) - Emptoris, Inc., a leading global provider of strategic supply management and enterprise contract management software, today announced that the Ministry of Justice of the British Government has selected the Emptoris Spend Analysis, Contract Management and Sourcing software solutions to help drive greater efficiencies and savings across the agency's operations.

"The Ministry of Justice, along with other government departments, must continually work to encourage efficiencies and drive savings in every aspect of its operations," Vincent Godfrey, Director of Procurement, with the Ministry of Justice. "Implementing spend analysis, e-sourcing and contract management solutions will underpin our end-to-end procurement process and deliver a consistent capability across the Ministry of Justice, which will provide considerable support to our drive for efficiency and enabling us to realise significant savings."

The Ministry of Justice (MoJ) is one of the British government's largest departments, with around 95,000 employees, managing 650 courts and 139 prisons, as well as a budget of £9.2 billion. Every year around nine million people use the Ministry's services. The Ministry mission is to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

The Ministry of Justice plans to leverage the Emptoris Spend Analysis, Sourcing and Contract Management solutions as "key enablers" for its wider Procurement Success Programme. The solutions will extend and complement the Ministry's Enterprise Resource Planning (ERP) systems, including by providing advance data analysis capability both on an individual agency and consolidated basis for reporting across the Ministry.

The Ministry expects the solutions to improve and standardise the agency's sourcing and e-sourcing capabilities, as well as provide new capability to underpin strategic contract management activity in direct response to National Audit Office (NAO) and the Office of Government Compliance (OGC) Capability Review recommendations.

According to Justin Sadler-Smith, Emptoris Government Sector Director, The Emptoris Sourcing solutions will allow the Authority to source the best products and services from suppliers while driving cost competitiveness, minimising supply base risk and reducing sourcing cycle time. The Emptoris Spend Analysis software will allow the organisation to collect and organise spend data from across disperse systems and locations to provide an accurate, up-to-date, view into spending. Spend analysis will enable the Authority to better identify savings opportunities across the organisation, monitor the effectiveness of savings initiatives, and automate spend classification to provide granular spend visibility. Finally, the Emptoris Contract Management software will allow the organisation to structure stronger contracts, streamline contracting processes, and improve contract quality and compliance.

The Ministry of Justice will work with Emptoris and HP, the Authority's consulting partner, to help drive implementation and adoption of the solutions across the organisation, and expects to have the sourcing and spend analysis solutions in use by early 2010 and the contracts management solution in place by mid 2010.

Emptoris is a clear leader in providing supply and contract management solutions to the public sector, with entities such as the UK Government's Home Office and HM Revenue and Customs, employing its solutions, as well as the U.S. Postal Service and the Department of the Treasury for the State of New Jersey, one of the largest U.S. state governments. Emptoris solutions are available to UK public sector organisations under a Government Department Approved Framework.

Emptoris is consistently recognised by independent research firms as a leader in supply and contract management software based on its "heavyweight functionality," "ability to execute," and its track record of innovation.
