Orsus Xelent Selected as Main Mobile Device Provider for the State Administration for Industry & Commerce (SAIC) of PRC

Offers Specialized Application Mobile Phones in Cooperation With China Unicom; Expects to Ship 300,000 Units to the SAIC

NEW YORK, NY -- (MARKET WIRE) -- September 21, 2006 -- Orsus Xelent Technologies, Inc. (OTCBB: ORXT), a designer and manufacturer of award-winning mobile phones for the Asian market, today announced that it has been selected as the main mobile devices provider for the State Administration for Industry & Commerce ("SAIC") of the Peoples Republic of China.

As a result of this new designation, the company was invited to present its new specialized application mobile phones to the recently-held Forum of Information Systems Construction. The conference was organized by Orsus Xelent marketing partner, China Unicom, in Dalian, Liaoning Province, China.

Approximately 150 members of the mobile phone industry and state government attended, including specialized customer service directors of China Unicom in 25 provinces and the Directors of Information Management from SAIC's 25 provincial branches. China Unicom presented its new database service, "Industry & Commerce New Times," which operates on such as Orsus Xelent phones. This application is based on the Industry & Commerce Law-Enforcement Platform (ICEP), a system developed by a private Beijing-based software company. The system is provided to China Unicom via an exclusive co-marketing agreement between Orsus Xelent and the software company.

The platform uses the CDMA 1X wireless data networks of China Unicom to integrate commercial and government information resources. This includes a customized digital administration system for SAIC departments that provides easy access by SAIC's professional law-enforcement teams. It provides technical support for SAIC officials to conduct mobile law-enforcement and food-safety monitoring. The public can also access business information through the ICEP.

As part of China Unicom's presentation, Orsus Xelent introduced one of its newest mobile phones, the model T18. Its state-of-the-art design and features, and particularly the specialized application functions, were well received by forum attendees. The T18 was designed with a number of powerful features that make it highly competitive in China's specialized application mobile phone market, including a 2.8-inch TFT touch screen, 1.3 mega pixel CMOS camera, SD Memory Card support, 128MB SRAM, Sumsung 400M CPU, WAP 2.0, and CDMA 1X -- all in a sleek candy bar style design. Advanced functions, like voice recording, GPS-One function, electrical compass, and built-in ICEP software make the T18 highly suitable for China's special application users. The T18 is expected to be available by November 2006.

In order to facilitate the rapid nationwide adoption of the ICEP system, Orsus Xelent was invited to present again at an SAIC-organized conference later this month. Senior management of China Unicom will join Orsus Xelent in the presentation to the directors of SAIC's provincial branches. According to the SAIC, the adoption of this new system will be completed within two years, at which time approximately 560,000 SAIC law-enforcement officials will be equipped with these new specialized mobile devices. As the designated main device provider, Orsus Xelent estimates it will deliver more than 300,000 mobile devices to meet SAIC's requirements.
