PowerShares to Expand Family of DWA Technical Leaders Portfolios

CHICAGO, IL--(Marketwire - December 21, 2007) - PowerShares Capital Management LLC, a leading provider of exchange-traded funds (ETFs), today announced two additions to its DWA Technical Leaders family of ETFs, with the anticipated listing of portfolios covering developed markets ex-U.S. and emerging markets. The new ETFs are expected to begin trading on the NYSE Arca on Dec. 28, 2007.

The anticipated ticker symbols and portfolio names are:

-- PIZ - PowerShares DWA Developed Markets Technical Leaders Portfolio
-- PIE - PowerShares DWA Emerging Markets Technical Leaders Portfolio

The two new ETFs, together with PowerShares' DWA Technical Leaders Portfolio (NYSE: PDP), a domestic equity ETF, make up the PowerShares DWA Technical Leaders Family, which provide investors global access to companies that demonstrate powerful and timely relative strength characteristics in domestic, developed ex-U.S. and emerging markets.

"The DWA Technical Leaders strategy, based on relative strength, has produced robust investment results over time, and is widely followed by advisors and professional asset managers," said Bruce Bond, president and CEO of PowerShares. "We are pleased to partner once again with Dorsey, Wright & Associates to provide investors a full suite of PowerShares DWA Technical Leaders Portfolios based on this firm's respected research."

Relative strength is a quantitative measure of a stock's performance in relation to the rest of the market, expressed generally in percentage form. Numerous studies have demonstrated relative strength as a powerful tool for stock selection. A key strength of this methodology is that it's based on unbiased, objective market data, as opposed to a more subjective forecasting and research model. Technical Leaders are companies identified by the DWA selection methodology that possess strong relative strength characteristics compared to their peers and industry benchmarks.

According to Tom Dorsey, president of Dorsey, Wright & Associates, "The PowerShares DWA Technical Leaders Portfolios replicate advanced indexes that have the ability to adapt to changes in market leadership over time, whether those leadership changes are based upon market capitalization, style, industry sector, or some other factors."
