Spokane, Washington Awards Accela $1.7 Million Contract for New Enterprise E-Government Solution

Web-Based System Adopted Under the Digital Communities Initiative

SAN RAMON, CA -- (MARKET WIRE) -- August 2, 2006 -- Accela, Inc., the leading provider of government enterprise management software solutions, announced today that the City of Spokane, Washington has selected Accela Automation® to be implemented as the city's new enterprise permitting, code enforcement, and business licensing solution. The solution will be utilized by more than 200 end-users in 17 departments -- Building, Code Enforcement, Development Incentives, Engineering Services, Fire, Neighborhood Services, Planning Services, Police, Treasurers, Weights and Measures, Library, Water, Wastewater Management, Solid Waste Management, Real Estate, Community Development, and Parks and Recreation -- to provide citizens and businesses with expanded services and accessibility, including online permitting services.

The City of Spokane led American cities in implementing Wi-Fi technology when the Spokane HotZone initiative rolled out wireless access within Spokane's 100-block Central Business District in June of 2004. The Wi-Fi zone is divided into a private network for use by the city and an open network for the public. Under the Spokane HotZone initiative, broadband communication infrastructure and innovative services combine to streamline internal government processes and accountability and provide better customer service. The City of Spokane subsequently became a test city for the Intel Digital Communities initiative.

The City of Spokane and its partners have implemented one of the nation's largest broadband wireless networks covering a 100-block area of its downtown region. The two domains within the network, a public domain devoted to free public Internet access and a private domain dedicated to the areas of public safety, mobile workforce, and automated parking enforcement, will be further utilized with the selection of Accela business solutions for online citizen services and mobile inspections.

The City of Spokane implementation of Accela business solutions will additionally leverage the city's investment in GIS technology. Historically, the City of Spokane has remained in the forefront of the GIS industry, implementing Internet-based mapping tools in 2002 that utilize ESRI's ArcIMS solution for public and internal use.

The following Accela business solutions will be implemented at the City of Spokane:

Accela Citizen Access™ provides real-time, direct access via the Internet to the city's permit and land management activities. Online permit applications will be configured to allow citizens and businesses access to apply and pay for permits, schedule inspections, check the status of a permit or inspection, or print an approved permit directly from the Internet, 24 hours a day, 7 days a week.

Accela Service Request™ automates and manages interdepartmental or citizen service requests, complaints, or inquiries, providing an effective way to strengthen citizen relations.

Accela Wireless™ empowers city inspectors to remotely input results from inspection sites using a mobile device, allowing them to spend more time in the field rather than in the office. The Accela Wireless application, optimized for Intel® Centrino® Mobile Technology, is compatible with PDAs, laptops, and Tablet PCs running on the Microsoft Pocket PC, Windows 2000, or Windows XP operating systems.

Accela GIS™ links and leverages existing Spokane GIS information to provide more beneficial visual analysis of land-use, zoning, and infrastructure information.

Accela IVR™ provides 24-hour, voice-recognition access to permit and inspection services, enabling staff and citizens to request, check, and verify permit applications and inspections from a touch-tone phone, at any time.
