Statement by the Honourable Chuck Strahl on Significant New Invesment in NWT Mining Project

OTTAWA, ONTARIO--(Marketwire - Dec. 4, 2007) - The following statement was released by the Honourable Chuck Strahl, Minister of Indian Affairs and Northern Development and Federal Interlocutor for Metis and Non-Status Indians, following the announcement by Rio Tinto plc and its joint venture partner Harry Winston Diamond Corporation of an additional $563 (US) million investment in their Diavik Diamond Mine in the Northwest Territories:

"This announcement by Rio Tinto and its partner Harry Winston Diamond Corporation is a clear recognition of the favourable investment climate in Canada's North and the tremendous development potential our government is fostering through its Northern Strategy. As I recently had the opportunity to witness first-hand, the Diavik Diamond Mine is a major international project bringing large numbers of direct and indirect jobs to the NWT and elsewhere in Canada. We are committed to continuing to work to create a political and economic environment where similar projects become part of the foundation of the Northern economy.

The investment of Rio Tinto and Harry Winston Diamond Corporation brings to $787 (US) million the total amount invested in the company's underground mining operations at Diavik, set to begin in 2009. I was pleased to see that in this announcement, the company highlighted its commitment to continue to work with local communities and governments to live up to its socio-economic and environmental commitments."
