TCS Public Safety Solution Receives INTERNET TELEPHONY® Magazine's 10th Annual Product of the Year Award

RAVE911 Real-Time Address Validation Engine Recognized for Outstanding Innovation

ANNAPOLIS, MD--(Marketwire - January 18, 2008) - TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission-critical wireless communications, today announced that Technology Marketing Corporation's (TMC®) INTERNET TELEPHONY magazine has named TCS' RAVE911™ (Real-Time Address Validation Engine) as a 2007 Product of the Year. RAVE911 unifies nationwide Master Street Address Guide (MSAG) data, providing Voice over Internet Protocol (VoIP), cable MSOs and landline carriers with inexpensive, real-time, automatic and highly accurate location validation.

The editors of INTERNET TELEPHONY selected the companies which in their view demonstrate the vision, leadership and attention to detail that are the hallmarks of the Product of the Year award. Over 500 products were submitted for the 2007 awards program.

Accurate and unambiguous civic addresses or locations for any subscriber -- whether VoIP, wireless, or landline -- are essential to Enhanced 9-1-1 systems. The RAVE911 system uses an innovative method incorporating three industry-proven techniques to attain, match and validate data. The TCS system is scalable, provides accurate real-time responses, increases order velocity by an order of magnitude, and is operationally inexpensive. RAVE911 allows the user to acquire instant address validations that enable faster order processing and installations, ensuring customer satisfaction and revenue assurance without any compromises from a Public Safety or quality of 911 service perspective for the user. Using RAVE911, TCS cable VoIP customers have achieved automated matching rates in excess of 99% in select markets. While RAVE911 was primarily designed for mission-critical Public Safety functions, it can be incorporated into a myriad of address validation applications. The simple act of validating civic addresses provides an avenue for many enterprises to update their subscriber databases to assure accurate delivery, billing accuracy and minimize mailing misroutes.

"TCS is on the forefront of developing public safety solutions such as RAVE911 that help to ensure the safety of all citizens no matter what technology they use at home or while on the go. It is an honor to be recognized by TMC's Internet Telephony for our RAVE911 nationwide address validation service, a system that will advance the safety and security for VoIP service providers, cable operators and their subscribers," said Dan Allen, Senior Vice President of TCS Service Bureau Operations. "This product award recognizes our leadership in bringing innovative solutions that meet urgent marketplace requirements."

"TCS has proven they are committed to quality and excellence while addressing real needs in the marketplace," said Rich Tehrani, TMC President and Editor-in-Chief of INTERNET TELEPHONY magazine. "INTERNET TELEPHONY is pleased to grant a 2007 Product of the Year Award to TCS' RAVE911. We're proud to honor their hard work and accomplishments and look forward to more innovative solutions from TCS in the future."
