Abt Associates Recommends ClientTrack™ for Social Security Administration's BOND Project

Abt Associates to Leverage ClientTrack for Implementation and Evaluation of SSA BOND Project

SALT LAKE CITY, UT--(Marketwire - September 13, 2010) -  Data Systems International (DSI) announced today that it has been awarded a contract with Abt Associates to implement its industry-leading software, ClientTrack™, as part of the Social Security Administration's Benefits Offset National Demonstration (BOND).

Abt Associates provides a wide and deep range of expertise to manage large complex projects. Their skills include rigorous research, technical assistance, policy analysis, economic analysis, and more, particularly as related to healthcare, housing, economic growth, workforce matters, and other pressing social issues. The expertise of Abt Associates has been prominent and instrumental in developing and evaluating public policy in the United States at federal, state, and local levels.

The U.S. Social Security Administration recently selected Abt Associates to implement and evaluate its Benefits Offset National Demonstration (BOND). Over the next 9 years, the BOND project will track and evaluate nearly 1 million U.S. citizens receiving Social Security Disability Insurance (SSDI) to assess whether a change in the SSDI benefits structure will improve their employment and income. Currently, recipients lose all of their SSDI income if they exceed certain income limits (i.e., the substantial gainful activity threshold; SGA). As a result, SSDI recipients may not actively pursue work opportunities due to concerns of losing their SSDI income. The solution being evaluated through BOND is to gradually reduce the SSDI benefit by $1 for every $2 above the SGA, thus providing a financial incentive for individuals to return to work and earn income beyond the current SSDI limits. As the sponsor of BOND, the Social Security Administration accepted the recommendation of Abt Associates to select DSI for this role in the project.

For this project, Abt Associates required a configurable software solution that could combine customer relationship management, case management, information and referral, and performance tracking. After various considerations, ClientTrack was selected as the strongest technology option to meet the demanding needs of the BOND evaluation. With ClientTrack, Abt Associates will be able to manage and track participants, coordinate referrals, and track and collect employment activity, earnings, and other outcomes required by the Social Security Administration.
