African Carrier Selects Evolving Systems for Dynamic SIM Allocation and Number Management

ENGLEWOOD, CO--(Marketwire - April 15, 2009) - Evolving Systems, Inc. (NASDAQ : EVOL ), a
leading provider of software solutions and services to the wireless,
wireline and cable market, today announced that a long-standing customer
located in Africa has selected the Company's Dynamic SIM Allocation™ and
NumeriTrack® solutions to help streamline network capacity utilization
and manage its number inventory.
The carrier's prepaid SIM cards are currently batch pre-provisioned, making
utilization, network capacity and regulatory constraints increasingly an
issue. Pre-provisioning of SIM cards requires space on the carrier's HLR
(Home Location Register) and other network platforms, regardless of whether
the SIM card ever becomes active or generates revenue, resulting in
significant costs and potential overloading of the network due to uneven
distribution of SIM cards across the HLRs.
Evolving Systems' Dynamic SIM Allocation solution will allow the carrier to
avoid these issues by instead provisioning the SIM card when the phone is
first switched on and used. Key network elements such as the HLR will only
be provisioned at the time of first use, meaning that the carrier only need
purchase HLR capacity for active SIMs and not those currently inactive in
the supply chain. The solution also enables uniform loading of HLRs,
optimizing network capacity and significantly reducing costs.
As part of this project, the carrier also selected Evolving Systems'
NumeriTrack solution to provide a robust number management system for both
prepaid and post-paid subscribers, as well as a centralized database to
store, assign, track and manage all of the carrier's number inventory.
Number management is currently carried out by the billing and rating engine
and the carrier wanted to remove this functionality from the billing system
and deploy a comprehensive solution to carry out all their number inventory
requirements. In addition, the NumeriTrack solution will automate SIM card
ordering, which is currently a manual process, plus provide real-time
reporting on number utilization.
