AIS and InnoVest Group Establish Strategic Partnership to Launch Software Centers of Excellence (SCOE) in Middle East, North Africa (MENA), Central Asia and Brazil According to Carnegie Mellon Software Engineering Institute Standards

MCLEAN, VA--(Marketwire - February 11, 2009) - Advanced Information Services Inc. (AIS), headquartered in Peoria, IL, announced today that it has entered into a strategic partnership with The InnoVest Group, LC, a premier international management consulting and professional services firm, to launch Software Centers of Excellence (SCOE) in the Middle East & North Africa (MENA), Central Asia and Brazil. The goal of the partnership is to advise policy makers, academia and the industry in MENA, Brazil and Central Asia countries to promote national initiatives to compete successfully in the one trillion dollar global software industry. The AIS and InnoVest partnership will promote the SCOEs as a unique solution to train, coach, mentor and employ thousands of professionals in disciplined software engineering methods pioneered by Carnegie Mellon University (CMU) Software Engineering Institute (SEI).

The AIS and InnoVest Group partnership will provide consulting and evaluation services initially to software companies in Saudi Arabia, Brazil, Kuwait, Bahrain, Jordan and Azerbaijan. The operation will expand to Qatar, Morocco, Kazakhstan, Tunisia, UAE, Oman, Yemen, and Turkey at later phases. With a trained workforce, these countries will be able to compete successfully in the global technology markets by partnering with companies from China, India and the U.S., offering cost-effective and high quality solutions. "The AIS and InnoVest Group SCOE is the first of its kind in the software industry that is based on all three of the Carnegie Mellon University (CMU) Software Engineering Institute (SEI) models of software excellence, namely Capability Maturity Model Integration (CMMI®), Team Software Process(SM) (TSP(SM)), and Personal Software Process(SM) (PSP(SM))," said David Dastvar, managing partner of The InnoVest Group.

AIS and InnoVest Group will advise policy makers of these countries on national initiatives to create and operate the SCOEs in science and technology parks and economical zones. The high profile initiatives will promote a culture of excellence with the goal of successfully competing in the global IT outsourcing industry. "We will integrate the SCOEs with regional economic development initiatives and connect with the academic and industrial centers of excellence to assure propagation throughout the software development industry," said Mr. Dastvar.

AIS CEO Girish Seshagiri said, "I am excited about the opportunity to partner with The InnoVest Group, a well known global management consulting company with access in the MENA, Central Asia and Brazil markets. David Dastvar's vision and relationships with policy makers in these regions coupled with AIS's subject matter expertise in SCOE will make our partnership a win-win for the emerging market economies and accelerate their transition from natural resources economy to knowledge-based economy."
