David James has seen massive transformation during his office reign. He articulates the district's honed vision, "We are really looking to try and change the work of education. It is a very difficult time, but we are trying to align everything to our five areas of district focus, and we are taking a different view in shaping paths for our students around a cradle to career mentality. It isn't enough to say we want 77 percent graduation; we want students to consider careers," James says.

At the hands of Superintendent James, Akron has made some brilliant strategic moves in partnering with the City to cut administrative costs. Their 'Safe orderly and affirming community learning centers' initiative has the district rebuilding all of their schools with the dual purpose of educational facilities and community centers.

Specifically, the City is helping fund the building initiative through the sale of bonds, as James explains, "In Ohio, the state partners with the school district, and depending on how wealthy the districts are the state pays a percentage of building costs. The state of Ohio is paying 59 percent of our new buildings, and we are paying 41 percent. To help us with the cost, the City sold bonds and used a quarter of a percent increase in the City income tax rate to repay those bonds over a 30 year period. And so because of that partnership, the facilities are co-owned by us and the City."
