Recent media reports have indicated "over half of Puerto Rico is suffering severe drought, and the drought for over a quarter of this territory is extreme." This has been attributed to lack of rainfall, a mild hurricane season resulting from El Nino, and a government saddled with significant debt making it difficult to address the challenges of drying lakes, rivers and reservoirs. These facts and others have resulted in over 2.8 million citizens living in parts of the country suffering from either "extreme" or "severe" drought, according to the National Drought Mitigation Center.
