Amicus outraged at HSE response to worker involvement consultation

LONDON, UNITED KINGDOM--(CCNMatthews - March 29, 2007) - This week the Health and Safety Executive (HSE) presented a paper to the Health and Safety Commission (HSC) on the result of the latest 'Worker Involvement' consultation exercise. Amicus is extremely disappointed that the HSE paper has chosen to ignore the evidence and refuse to take steps to improve health and safety at work.

Despite 91% of respondents agreeing there should be a duty on employers to consult safety reps on risk assessment and 96% saying there should be a duty to respond to representations from safety reps, the HSE recommended to the Commission that there be no changes to current Health and safety law. The paper presented to the Commission had recommended making no changes to the regulations, in particular over the duty to respond and a duty to consult on risk assessment.

However, there will be further discussions with the TUC and CBI to look again at whether changes could be made to either the regulations or the ACoP. A further paper on legislative changes will be produced in the next few months.

Rob Miguel, Amicus Health and Safety Officer, said: "It is an outrage that genuine consultation was literally being ignored. As well as overwhelming trade union support for changes in the consultation, 72% of employers were also in favour of a duty to respond to representations from safety reps."

Amicus is also angry that the HSE paper failed to address the lack of enforcement despite evidence given during consultation.
The union has written to the HSE raising our concerns and asking them to reconsider their position.
