APPLAUSE FOR THE HONOURABLE ELINOR CAPLAN'S HOME CARE REVIEW

ONTARIO COMMUNITY SUPPORT ASSOCIATION APPLAUDS REVIEW OF ONTARIO'S HOME CARE SYSTEM Attention: Assignment Editor, Health/Medical Editor, Lifestyle Editor, News Editor, Government/Political Affairs Editor TORONTO, ON--(CCNMatthews - May 30, 2005) - The Ontario Community Support Association (OCSA) applauds the Honourable Elinor Caplan and her excellent team for their comprehensive report recommending many key changes in Ontario's home care system. We also commend Minister Smitherman for his leadership in calling for this important review.

Ms Caplan's Final Report released today, "Realizing the Potential of Home Care, Competing for Excellence by Rewarding Results", strongly endorses the critical role home and community care services will play in the transformation of Ontario's health care system. The Report recommends improved continuity of care for clients and their caregivers and recognizes the importance of a stable work environment for the dedicated staff who care for clients in their homes every day.

Ms Caplan's leadership and the inclusive process that she and her staff undertook throughout the review are to be commended and held up as a model for any future reviews commissioned by the Government. OCSA's home and community care provider agencies, and their clients and staff are pleased that the majority of their issues and concerns were heard and reported on by Ms Caplan.

OCSA supports and particularly applauds the report's emphasis on the following:

* The importance of quality benchmarks and best practices to ensure positive client outcomes. The creation of a Centre for Quality and Research, and the funding of demonstration projects to test alternative funding models for home and community care will help to lay the groundwork.

* Ensuring a number of changes occur in the Community Care Access Centres' (CCACs) procurement process, the development of common key performance indicators and improved contract monitoring in order that the system is more transparent, fair, accountable, ensures that clients are receiving quality care, and rewards excellent providers

* Workforce stability in the home care sector - the need to reward excellent human resources practices, including permanent jobs, benefits, and pension plans. The importance of providing our workers with full-time and part-time employment with fair wages for the important work they do, and finally

* The critical role the not-for-profit sector plays in Ontario's health care system. The Report recognizes and champions the value that not-for-profit community support services, their staff and volunteers bring to their communities across the province with special provisions to build the sector's capacity

"I am excited about the work ahead of us - restoring public confidence in Ontario's home care system by working with all partners to enhance the profile of this sector and get positive health outcomes for our clients, their caregivers and those who will need these services in the future" said Valerie Bishop-de-Young, OCSA's President.

We look forward to working with the Government and our partners to immediately begin implementation of the 70 recommendations in the report.

The Ontario Community Support Association (OCSA) represents the not-for-profit agencies with CCAC contracts to deliver home care services such as nursing, personal support, and therapies. The Association's also represents 360 community support agencies that provide a broad basket of services such as attendant care, adult/Alzheimer day programs, Meals on Wheels, homemaking services, transportation and supportive housing programs. Member agencies have 25,000 staff and 100,000 volunteers. 750,000 people of all ages across Ontario receive community support services each year. These important, cost-effective not-for-profit services prevent unnecessary hospitalizations, ER admissions and premature institutionalization.
