EMERYVILLE, CA--(Marketwire - Aug 1, 2012) - Berkeley Research Group recently added a preeminent Government Contracts practice to the firm, with the addition of directors Mary Karen Wills, Sajeev Malaveetil, Terence E. Rodgers, and Dennis A. Staats, and principals Ryan D. Byrd, Charles V. Choyce, Jr., and Theodore Needham.

Mary Karen Wills, based in BRG's Washington, DC office, is an expert in the field of government contract accounting, administration, and compliance. She has over 25 years of experience providing consulting and financial advisory services to companies and organizations that range from middle market to the Fortune 100. Ms. Wills has in-depth experience with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and other federal government procurement regulations. In addition to often serving as an expert on matters related to contract cost reasonableness and realism, Ms. Wills has assisted organizations in a wide variety of industries with assessing respective government contract and grant requirements and implementing accounting structures, systems, and controls to facilitate compliance.

Sajeev Malaveetil is also based in Washington, DC, and an expert in the field of government contract accounting, administration, and compliance. He has over 17 years of experience providing business consulting, financial advisory, and litigation support services to companies and organizations of all sizes. Mr. Malaveetil has in-depth experience with the FAR, CAS, OMB Circulars, and other federal government procurement regulations and guidance. Mr. Malaveetil has assisted clients in the implementation of compliant accounting practices and business systems. In addition, he has assisted clients during government audits and investigations and in negotiations of audit findings. He has prepared expert reports for voluntary disclosures and performed complex analyses related to contract cost and pricing -- including detailed CAS cost-impacts, as well as price reductions analysis for GSA Schedule contracts.

Terence E. Rodgers, Ph.D., based in BRG's Boston office, has performed work for a variety of public and private corporations and state and federal agencies in 30 years of consulting. He has consulted on business issues including valuation, financial analysis, and management oversight within the construction, insurance, health care, consumer products, aerospace, and computer technology industries, among others. His government contract experience includes matters involving the review, evaluation, and pricing of direct and indirect claim issues, including changed work, changed specification, and delay and disruption.

Dennis A. Staats, also based in Boston, is a senior financial claims and litigation executive with over 30 years of accounting, consulting, and corporate expertise. He has testified numerous times as an expert witness on cost accounting and claims issues on construction and government contracts, and has advised and consulted with contractors, owners, and lenders on issues involving project and contract administration, change order management, cost growth, delay issues including cost of delay, disruption and productivity, and claim preparation and pricing techniques.

Ryan D. Byrd, based in Washington, DC, provides consulting services in the fields of government contract accounting, administration, and compliance. He has experience providing consulting, financial advisory, and audit services to companies and organizations that range from middle market to the Fortune 100. Mr. Byrd has in-depth experience with the FAR, CAS, and other federal government procurement regulations. Charles V. Choyce, Jr., PSP, PMP, CFCC, also based in Washington, DC, has nearly 12 years of expert construction consulting experience. He specializes in the proper application of scheduling and project controls on major construction projects as well as the preparation and presentation of claims for schedule delays and associated costs on some of the largest public construction projects in Washington, DC, as well as U.S. embassies and consulates abroad. He has prepared schedules for clients on major government contract projects and trained in-house and contractor personnel in proper scheduling techniques. Theodore Needham, based in BRG's Atlanta office, is a former senior manager of government compliance at KBR, Inc. At KBR he worked closely with the Defense Contract Audit Agency (DCAA) in supporting incurred cost and system audits, and with the Defense Contract Management Agency (DCMA) in resolving DCAA Form 1 issues, as well as system approval audits and reviews. He has met with the Commission on Wartime Contracting (CWC) and the Department of Justice to brief certified claims that were being investigated under the False Claims Act. He has extensive experience in assuring contractor compliance with FAR, CAS, and other regulatory issues and has worked with the U.S. government both stateside and in Iraq, Afghanistan, and Kuwait.
