In 2005, Modesto ranked as the city with the highest occurrences of car thefts per capita in the United States. The city turned to "bait car" technology to combat this major problem. Within a year, the city's car thefts were reduced by 30% placing it 5th in car thefts per capita in 2006. The sharp decline in Modesto's theft rate has led other cities in the United States to look into "bait car" technology, most notably the new number one car theft capital, Las Vegas, Nevada.

Referring to bait car technology, National Insurance Crime Bureau President, Mr. Robert Bryant stated in the announcement of the 2006 rankings that; "These cutting-edge enforcement tools offer law enforcement the latest in high-tech crime fighting, and are partly responsible for the absolutely outstanding results achieved in Modesto."

Nick Cirella, President and CEO of BSM stated "We continue to be an industry leader in bait car technology and we applaud the gains that have been achieved in Modesto. We look forward to continuing this downtrend in car thefts throughout North America in the cities that BSM supplies bait cars technology."
