Burns & McDonnell Extends Program Management Services Contract With Kansas City, Mo.


KANSAS CITY, MO--(Marketwired - May 28, 2013) - Burns & McDonnell has extended its program management services for the Overflow Control Program in Kansas City, Mo. The five-year, $20 million contract is the largest in the history of the firm's Water Group.

Burns & McDonnell has been consulting and designing key features for Kansas City's massive Overflow Control Program (OCP) for more than a decade.

Since 1994, municipalities have increasingly been subject to EPA mandates under the Clean Water Act requiring them to control point source discharges into streams and waterways. The agency determined that contaminated runoff in Kansas City is coming from combined sewers built decades ago, which convey both sewage and stormwater in the same pipe system and deliver the combined flow to a wastewater treatment plant.

Problems can surface during heavy rainfall events, when both stormwater and sewage exceed combined system capacity and are discharged into waterways in violation of the Clean Water Act.

Earlier this year, Kansas City entered into a 25-year consent decree with the federal government and began implementing a number of firsts that have become models for other communities nationwide facing clean water mandates.

With the support of the U.S. Environmental Protection Agency (EPA), the federal court approved a $2.5 billion plan that includes a number of green infrastructure features expected to meet environmental standards at potentially lower costs than conventional controls.
