Calgary Parking Authority Announces On- and Off-Street (CPA Facilities) Parking Rate Freeze for 2016


CALGARY, ALBERTA--(Marketwired - Jan. 5, 2016) - The Calgary Parking Authority is pleased to announce that on-street (curbside) parking rates along with the rates in CPA operated surface lots and parkades* will not increase in 2016.

"We are very aware of the challenges Calgarians are facing with respect to the economy," said Mike Derbyshire, CPA General Manager. "To help provide some relief to our customers during these difficult financial times, we've temporarily amended the rate policy we use to provide us with the flexibility to freeze both on- and off-street rates and in some cases even decrease rates."

The CPA manages and operates both on- and off-street parking on behalf of the city. Calgary uses the most progressive and fair pricing model, known as demand-based pricing, which was implemented in 2014. This model uses the parking behaviours of motorists to determine the value of the on-street space in a particular area at a given time using occupancy data collected by the ParkPlus System.

The CPA only sets the rates for the facilities it operates* using a rate review policy (below). On average, the CPA's monthly parking rates are 15-20 per cent below market value. Derbyshire explains now might be the best time to get a monthly parking stall. "We're experiencing higher turnover in our most popular parkades; this may be the perfect opportunity for those who've never considered parking with us to secure a monthly contract."

Parking Standard Rate Policy Amended Temporary Rate Policy for 2016
On-Street
  • Rates are adjusted on an annual basis
  • If occupancy is greater than or equal to 80%, then the rate is increased by $0.25 per hour
  • If occupancy is less than or equal to 50%, then the rate will be decreased by $0.25 per hour
  • If occupancy is between 50% and 80%, the rate will stay the same
  • If occupancy is greater than or equal to 80%, then the CPA rate will stay the same
  • If occupancy is less than or equal to 50%, then the CPA rate will decrease by $0.25
  • If occupancy is between 50% and 80%, the rate, then the CPA rate will stay the same
Off-Street
  • Rates are adjusted on an annual asis based competitor rate analysis
  • CPA sets its off-street rates at 15%-20% below fair market value
  • Rate changes should not exceed 10% of the existing rate in any given fiscal year
  • If the average competitor rate is lower than the CPA rate, then the CPA rate will be decreased
  • If the average competitor rate is higher than the CPA rate, then the CPA rate will stay the same

*except at TELUS Spark and Calgary Zoo as these are privately owned lots that CPA manages on their behalf.
