Calgary Parking Authority continues on- and off-street (CPA facilities) parking rate increase freeze in 2017


CALGARY, ALBERTA--(Marketwired - December 28, 2016) - The Calgary Parking Authority is pleased to announce that on-street (curbside) parking rates along with the rates in CPA operated surface lots and parkades* will not increase in 2017.

"We're very aware that Calgarians continue to face challenges due to the economic situation," said Mike Derbyshire, CPA General Manager. "To help offset these challenges we've extended the temporary rate increase freeze that we adopted last year in order to provide some financial relief."

The CPA manages and operates both on- and off-street parking on behalf of the city. Calgary uses the most progressive and fair pricing model, known as demand-based pricing, which was implemented in 2014. This model uses the parking behaviours of motorists to determine the value of the on-street space in a particular area at a given time using occupancy data collected by the ParkPlus System.

The CPA only sets the rates for the facilities it operates* using a rate review policy (below). On average, the CPA's monthly parking rates are 15-20 per cent below market value. Derbyshire explains now might be the best time to get a monthly parking stall. "We're experiencing higher turnover in our most popular parkades; this may be the perfect opportunity for those who've never considered parking with us to secure a monthly contract."

On-Street  Rates are adjusted on an annual basis  If occupancy is greater than or equal to 80%, then the CPA rate will stay the same

Off-Street  Rates are adjusted on an annual basis based on competitor rate analysis  If the average competitor rate is lower than the CPA rate, then the CPA rate will be decreased
  CPA sets its off-street rates at 15%-20% below fair market value If the average competitor rate is higher than the CPA rate, then the CPA rate will stay the same
  Rate changes should not exceed 10% of the existing rate in any given fiscal year   

*except at TELUS Spark, Calgary Zoo and Heritage Park, as these are privately owned lots that CPA manages on their behalf.
