Capilano University Board of Governors Delays Decision on 2013-14 Operating Budget

NORTH VANCOUVER, BRITISH COLUMBIA--(Marketwired - May 15, 2013) - Capilano University's board of governors passed a motion to delay its decision on the 2013-14 operating budget at its regular monthly meeting held May 14 on the university's North Vancouver campus.

The motion came after university President and Vice-Chancellor Dr. Kris Bulcroft tabled a recommendation to the board to delay the decision until the next board meeting on June 11 to allow the senate additional time to review the budget to overcome the university's $1.3 million shortfall.

The motion was made with an amendment for the senate budget committee to endeavour to look at ways to balance the budget without cuts to programs and courses.

As chair of the senate, Dr. Bulcroft also proposed that the senate budget committee consultation be completed and presented at the senate meeting of June 4.

The senate budget advisory committee is a standing committee that makes recommendations to senate on budget related matters who in turn, provide feedback and advice to the board of governors.

According to the University Act, post-secondary institutions must submit a balanced budget. In accordance with the Act, on April 9 the board directed the university's executive to balance the 2013-14 budget. Doing so required university executive to review, in a compressed time frame, ways to overcome its budget shortfall and prepare and submit a balanced budget.

In past years the university had balanced its operating budget by identifying and implementing across-the-board cost-efficiency measures and reducing administrative costs including not filling a number of vacancies. The university also stepped up its revenue generating activities including an increased focus on its intake of international students as part of the government's International Education Strategy.

Faced with inflationary pressures, static funding, escalating costs, increased student demand for services and access and labour negotiations, administration formulated a set of recommendations with the objective of preserving the quality of the educational experience for the greatest number of current and future students and to best position the university to respond to future fiscal challenges expected in the post-secondary sector.
