China Telecom Signs Major Licensing Deal for WinPoET Broadband Management Software From Fine Point Technologies

Deal Will Add Significantly to Worldwide User Base of Industry Leading Point-to-Point Protocol Over Ethernet (PPPoE) Broadband Connection Management Software

NEW YORK, NY -- (MARKET WIRE) -- October 11, 2006 -- Fine Point Technologies, a leader in broadband network connectivity management, today announced that it has signed a licensing agreement worth in excess of $1 million with China Telecom (NYSE: CHA), the largest fixed service telecommunications provider in China.

Under the terms of the licensing agreement China Telecom will implement a customized and localized version of Fine Point's WinPoET software to enhance the quality and manageability of broadband Internet services provided to China Telecom's consumer and business customers.

China Telecom is China's largest immobile network operator and Internet provider, providing 210 million customers with voice service and 25 million customers with broadband service. It has more than 80 million Internet users and over 400 city portal webs (source: People's Daily, China).

Initial implementation of WinPoET will be focused on approximately three million subscribers to China Telecom's broadband Internet services. The software will be included on communications devices provided by China Telecom running Microsoft Operating Systems including Windows 9.x/ME/NT/2000/XP/2003.
