Claro Goes Live With Evolving Systems' Dynamic SIM Allocation(TM) Solution

Brazilian Operator Set to Benefit From Optimized Phone Number Usage, Streamlined SIM Logistics and Reduced Network Overhead Costs

ENGLEWOOD, CO--(Marketwire - April 7, 2011) - Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of software solutions and services to the wireless, wireline and IP carrier market, today announced that Claro, the largest mobile operator in the Americas, recently went live with the Company's Dynamic SIM Allocation™ (DSA) solution to help streamline its SIM card supply chain logistics and optimize its telephone number inventory.

The solution was delivered by Evolving Systems in partnership with Gemalto, the world leader in digital security.

Claro chose to implement Evolving Systems' DSA solution following a stringent Request for Proposal (RFP) process. This involved an industry-wide evaluation of possible solutions, using solution functionality, flexibility, and vendor experience as key selection metrics.

As a result of Claro's fast growth, and in order to comply with countrywide number utilization regulations imposed by ANATEL, Brazil's telecommunications regulator, Claro was faced with the urgent need to optimize its SIM card provisioning process in a very short time frame. In addition, Claro has to operate under a regional numbering plan, which can be hampered when SIM cards are pre-provisioned. Implementation of Evolving Systems' DSA solution will help address these issues.

"This win represents a key milestone in our emerging partnership," says Rodrigo Serna, Vice President Telecommunication for Latin America, Gemalto. "DSA will effectively enable Claro to continue its exponential growth and meet regulatory requirements, all while delivering an enhanced customer experience to the end-user. We are delighted to be working on this important project with Evolving Systems."

"We are extremely pleased that, working alongside Gemalto, we have been able to bring the DSA solution into live production at Claro," says Thad Dupper, Evolving Systems' CEO and chairman. "This success proves that the combined offering of Evolving Systems' market leading technology and experience with Gemalto's strong local presence represents a valuable business proposition for operators in the large and competitive Brazilian market."
