OTTAWA, ONTARIO--(Marketwire - Dec. 4, 2007) - The following statement was released by the Honourable Chuck Strahl, Minister of Indian Affairs and Northern Development and Federal Interlocutor for Metis and Non-Status Indians, following the announcement by Rio Tinto PLC and its joint venture partner Harry Winston Diamond Corporation of an additional $563 (US) million investment in their Diavik Diamond Mine in the Northwest Territories:

"This announcement by Rio Tinto and its partner Harry Winston Diamond Corporation is tangible proof that this government's Northern Strategy is fostering a solid and favourable investment climate for Canada's North. I recently had the opportunity to visit such a diamond mine and see first-hand how this major international project is bringing large numbers of new jobs to the NWT" said Minister Strahl. "This government is committed to strengthening the Northern economy's foundation and delivering real results like this massive investment".

The investment of Rio Tinto and Harry Winston Diamond Corporation brings to $787 (US) million the total amount invested in the company's underground mining operations at Diavik, set to begin in 2009. I was pleased to see that in this announcement, the company highlighted its commitment to continue to work with local communities and governments to live up to its socio-economic and environmental commitments."
