Correctional Service of Canada Responds to the Correctional Investigator's Report

OTTAWA, ONTARIO--(CCNMatthews - Nov. 4, 2005) - The Correctional Service of Canada (CSC) welcomes the report of the Correctional Investigator, as it represents a candid review by his independent office of some fundamental issues in federal corrections.

This year's report includes 12 recommendations in eight key areas of concern, down from 37 in 18 key areas in last year's annual report. CSC's official response to all areas of concern is appended to the Correctional Investigator's Report and is available on the CSC website,

One of the most important issues highlighted in this year's report is that the increasing costs of providing mental health care and the increasing number of offenders with mental health disorders pose significant challenges for CSC. The Government of Canada has set aside $29.5M over five years to fund the Community component of CSC's Mental Health Strategy. The funds will be used to address the needs of mentally-disordered offenders through discharge planning, ambulatory care services, specialized mental health support in the community, annual mental health training for staff of the Parole Offices, Community Correctional Centres and Community Residential Facilities, and contracts for specialized services.

In addition to the Community component, CSC's Mental Health Strategy has other areas which include comprehensive mental health assessment at intake, enhancing primary care, improving all five CSC treatment centres, and the creation of intermediate care mental health units in regular institutions. CSC continues to be a leading participant in interdepartmental forums on mental health.

Moving forward on addressing mental health care needs for offenders will further assist CSC in continuing to contribute to public safety.
