Cove PREP Sex Offender Treatment Facility Receives International Recognition

TORRANCE, PA--(Marketwire - February 23, 2010) -  Cove Psychosexual Rehabilitation and Education Program (Cove PREP), a licensed treatment facility for adolescent sex offenders, has received international recognition for expertise in its field by JobKorea's "Global Frontier 2010."

JobKorea, a wholly-owned subsidiary of Monster Worldwide and the largest online recruitment site in Korea, has hosted the Global Frontier competition since 2004 to encourage Korean students to become global leaders. Groups submit competitive proposals and travel to other countries to learn about technology, healthcare, business and other issues that they believe are areas for future development both in their country and globally.

This year, a group of four female students focused their project on the growing trend of adolescent sexual abuse in South Korea.

"Our main theme is learning from advanced sex offender programs in the United States," the students wrote in their brief.

The group selected Cove PREP from among numerous adolescent sexual abuse treatment programs.

"This speaks very highly of the work we do here on a daily basis," said Karen Conner, Regional Administrator of Cove PREP.

The four students visited the facility, met with staff, and were impressed with the sophistication and complexity of the treatment program.

"They were impressed with our combination of physical, behavioral and psychiatric health services, as well as our structure and level of staff training," said Conner. "They also commented, as many do when they visit our facility, that they were surprised at how 'normal' the teens looked."

Cove PREP was founded in 1999 to serve the needs of adolescent males who had committed sexually abusive acts and who could not safely be maintained in community settings. Cove PREP provides care from a balanced perspective that addresses community protection with the need to provide comprehensive treatment for young men who commit sexual offenses. Accountability for one's actions is combined with comprehensive assessment and specialized interventions to work toward the goal of "No More Victims."

Progress in treatment is measured by competency development. Youth are required to meet specific goals in order to advance in treatment.

"The length of time it takes youth to accomplish these goals varies, but typically ranges from 12 to 28 months," said Conner.

To date, less than 5% of residents who have successfully completed the program have been arrested for a subsequent sexual offense.

Upon their return to Korea, the four students will write a 50-page report to submit and present to the Global Frontier 2010 program sponsors. In addition, a copy of the report will be submitted to the governmental department responsible for women's and children's issues.

"Their hope is that this information will provide the foundation for the development of treatment service options surrounding the issues of sexual abuse in Korea," said Conner.

Cove PREP is a secure facility located on the campus of Torrance State Hospital in Western Pennsylvania. Cove PREP is strongly committed to a multidisciplinary approach that addresses behavioral, educational, mental health, sexual acting out and family concerns. Treatment at Cove PREP begins with a thorough assessment of these areas to enable the Treatment Team to develop a plan of care specific to the needs of each youth. The facility has the security to protect the safety of individual residents and the community, but with a strong treatment focus. Cove PREP is licensed by the Pennsylvania Department of Public Welfare and is accredited by The Joint Commission. For more information, visit
