Cummins & White and the Cabrera Firm Provide Impartial City Attorney Analysis of San Diego Pension Measure

Joint Strategy Expands to Include Work in Public Agency and Election Law

NEWPORT BEACH, CA--(Marketwire - Apr 12, 2012) - Cummins & White, LLP, a well-known diversified full-service law practice, announced that partner Michael Houston, head of the municipal and political law practice areas, and Gil Cabrera, principal at The Cabrera Firm APC, were retained by the San Diego City Attorney's Office to assist in preparing the impartial analysis of a controversial pension measure. The impartial analysis will be included in the ballot pamphlet for the June 5 election.

Proposition B, also known as the "Comprehensive Pension Reform" initiative, is a citizen-sponsored ballot measure designed to alter retirement plans for City of San Diego government employees. The initiative, which is supported by San Diego Mayor Jerry Sanders and city council members Carl DeMaio and Kevin Faulconer, would eliminate pensions in favor of 401(k)-style plans for all new hires except police officers and freeze salaries at which pensions are calculated for five years.

According to Michael Houston, he and Cabrera were retained to provide objective and bi-partisan counsel to the San Diego City Attorney's office based on their expertise in municipal law and election law. (In 2011, Houston and Cabrera announced a joint strategy to provide bi-partisan political and election law counsel to clients in Southern California.)

"Gil and I were pleased and honored to work with the City Attorney's office on this important analysis, as we expand our joint strategy into public agency and election law work," Houston said. "The City Attorney plays a unique role in drafting an impartial analysis that informs voters without utilizing partisan rhetoric typically used by measure proponents and opponents. The San Diego City Attorney demonstrated true neutrality on this controversial measure by asking bi-partisan outside counsel to assist in preparing the impartial analysis."
