CYBERSURF Applauds CRTC Local Forbearance Decision

CALGARY, AB -- (MARKET WIRE) -- April 7, 2006 -- Cybersurf Corp. (TSX-V: CY) ("Cybersurf"), one of Canada's leading independent Internet service providers, issued the following statement in response to yesterday's ruling by the Canadian Radio-television and Telecommunications Commission ("CRTC") regarding forbearance from the regulation of retail exchange services offered by incumbent local exchange carriers ("ILECs"), such as Telus Communications Inc., Saskatchewan Telecommunications, MTS Allstream Inc., Bell Canada and Aliant Telecom Inc.

"The forbearance decision is designed to provide ILECs with significant freedom from regulation of local phone services, but only in circumstances where reduced regulatory oversight will not jeopardize the ongoing viability of competition in the provision of such services or compromise other essential consumer interests. The CRTC's decision is entirely consistent with the view recently expressed by the Telecommunications Policy Review Panel in its Final Report to the Minister of Industry that markets for telecommunications services should only be deregulated where service providers in those markets do not enjoy significant market power.

Cybersurf is particularly encouraged by the requirement in the decision that an ILEC must obtain CRTC approval for a Competitor Services tariff for certain wholesale asymmetrical digital subscriber line ("ADSL") and related services that competitors require in order to provide their own competing local exchange services, before the ILEC is granted forbearance from regulation with respect to its local phone services. This ruling is consistent with Cybersurf's submissions in the proceeding leading up to the decision, and is crucial since ILEC wholesale services are required by competitors such as Cybersurf that rely on voice over Internet protocol ("VoIP") technology to compete in the provision of local phone service.

Cybersurf is hopeful that the CRTC will give effect to this ruling by only approving ILEC Competitor Services tariffs designed to foster competition in local phone services to the greatest extent possible."
