Department of Defense Mandates EM&I's ACART for BEA Compliance

Establishes ACART as the Tool for Assessing BEA Compliance of Defense Business Systems

HERNDON, VA--(Marketwire - Feb 14, 2013) - EM&I today announced that its ACART management decision support tool has been mandated by the Deputy Chief Management Officer (DCMO) for all Department of Defense (DoD) Business Enterprise Architecture (BEA) compliance.

A memorandum from the DCMO established the requirement to use a single process and associated tool to assess BEA compliance of all covered Defense Business Systems (DBS). The memo establishes that ACART is the tool to be used for this process.

ACART enables users to assess, filter and federate a vast number of enterprise requirements, laws, regulations and policies. These requirements include overarching architectures, acquisition regulations, internal checklists and performance requirements, depending upon the application.

The requirements tracked by ACART include all of the major regulatory hot buttons such as: OMB 300, Federal Managers Financial Integrity Act (FMFIA), Federal Financial Management Improvement Act (FFMIA), Inspector General (IG) Act, Federal Information Security Management Act (FISMA), Federal Information Processing Standards (FIPS), Government Performance Results Act (GPRA), Clinger-Cohen, OMB Circular A-123, Department of Defense (DoD) Directive 5000, Improper Payments Information Act (IPIA) and the Chief Financial Officer (CFO) Act.

ACART is a necessary addition to the compliance tool kits of every organization -- not just those that need to comply with the BEA. It is available as a GSA purchase on the SEWP GWAC contract (under Microtech).

"Compliance is a foundational element of an effective and efficient federal government," said Jim Fitzwilliam, President and CEO of EM&I. "As programs throughout the DoD use ACART to track their compliance against enterprise architecture and financial requirements, not only will they know they're installing systems in line with the rules, they will also be progressing to achieve the goal of a clean financial audit. Ultimately, that will better serve the nation."
