Elsinore Valley Municipal Water District Achieves 66 Percent Increase in Water Main Connections With Infor

NEW YORK, NY--(Marketwired - May 27, 2015) - Infor, the industry cloud company, today announced that Elsinore Valley Municipal Water District (EVMWD) has scaled operations and controls costs by using Infor Ming.le™ and Infor Lawson Enterprise Financial Management. As a non-profit government agency, EVMWD provides reliable, cost-effective, high-quality water and wastewater services to the more than 134,000 population of the Elsinore Valley area of Southern California. Each of these recent implementations have proven instrumental in helping EVMWD maintain the rapid expansion of its water supply infrastructure, keeping pace with the high volume of residential homes that are being constructed in the region.

EVMWD experienced an increase in demand for its services based on household growth that originated in the early to mid-2000s. This is evidenced by the spike in new housing permits, which reached a height of more than 212,000 for the state of California in 2004-2005. As a result of this boom, EVMWD needed to modernize its operations to prepare for the large-scale infrastructure build-out required to accommodate the new water main connections that are expected to come online in the future.

Infor Lawson Enterprise Financial Management has replaced the homegrown systems that were previously used to manage financial reporting and human resources functions, effectively eliminating paper-based processes. As a result, the organization has lowered the payroll staff workload by 70 percent and experienced a 37 percent reduction in the ratio of human resources professionals to employees. EVMWD has seen a 286 percent increase in payments made to suppliers while keeping accounts payable staff constant and have reduced the time needed to produce employee benefit statements by three to four weeks on average. Infor Lawson has further enhanced traceability and enabled greater transparency to constituents when using the financial reporting system. The embedded public sector bidding function allows for a more straightforward requisition process, and elimination of paper-based processes further enables EVMWD to fulfill its duties as a good steward of public finances and practices.

EVMWD relies on Infor Ming.le as the gateway to its mission-critical applications that support business process throughout the organization. Using Infor Ming.le, access rights can be specified by user type and department so that content delivered through Infor Business Intelligence for Lawson can be customized, and access restrictions can be applied accordingly. As a result, EVMWD has experienced a more modern approach to the IT infrastructure, including high-growth levels without the need for increased staff.

By executing with a lean and efficient team, Infor's Manila-based ICS Center of Excellence (CoE) carried out the upgrade on a purely remote basis. This delivery model allowed the project to be delivered in line with high quality standards and significantly under budget with the elimination of travel and accommodation costs.
