EnerNOC Encourages FERC to Protect Full Value of Demand Response for PJM Customers

BOSTON, MA--(Marketwire - February 23, 2011) - EnerNOC, Inc. (NASDAQ: ENOC), a leading provider of energy management applications for the smart grid, today announced that it has filed a petition with the Federal Energy Regulatory Commission (FERC) to protect customers who participate in demand response in the PJM Interconnection (PJM) region. This Petition for Declaratory Order is intended to resolve the uncertainty created by the joint statement issued by PJM and its Market Monitor on February 4, 2011 and ensure that demand response customers continue to receive full compensation for their contributions to grid reliability in PJM.

EnerNOC's regulatory affairs team is working to ensure that existing PJM market rules are maintained such that customers are not underpaid for verifiable load reduction activities that support PJM grid reliability. EnerNOC has consistently worked with regulatory bodies to develop and protect market rules that fully value demand response resources across all of the markets in which it operates. EnerNOC's regulatory advocacy efforts have helped shape market conditions that have saved ratepayers hundreds of millions of dollars.

"EnerNOC firmly believes that end-users participating in demand response should be compensated for actual, verified load reductions provided to the grid, and this should not be limited by what their load happened to be in the previous year. The PJM and Market Monitor position is that if a customer reduces its real-time demand from 25 megawatts (MW) to 5 MW in response to a system emergency, but the customer's peak demand from the previous year was only 10 MW, then none of the load drop from 25 MW down to 10 MW should be compensated. This is impractical and unfair," said David Brewster, President of EnerNOC. "The purpose of this filing is to enable EnerNOC to continue to manage demand response resources in accordance with existing market rules and established practices."

As the largest provider of demand response in PJM, EnerNOC welcomes the opportunity to conduct these proceedings on behalf of its customers and all ratepayers within PJM. In every market in which it operates, EnerNOC will continue to support market rules that ensure that demand response resources are given the same market opportunities as traditional supply-side resources and actual, verified, real-time load reduction receives appropriate compensation for its contributions to grid reliability.
