Excella Consulting Begins e-Training Project With the U.S. Department of Labor

Will Support Integration of Department of Labor's Learning Management System

ARLINGTON, VA--(Marketwire - Jul 12, 2011) - Excella Consulting, a technology and business consulting firm for federal and private sector organizations in the Washington, D.C. area, announced today that it is partnering with NTIS to support the implementation of the U.S. Department of Labor's (DOL) Learning Management System, LearningLink. Under a joint venture with the National Technical Information Service (NTIS) of the U.S. Department of Commerce, Excella will help the DOL address performance gaps impacting the efficiency of its e-Training and e-Learning system to improve usage of the LearningLink solution.

LearningLink was developed as an online training solution for DOL employees. The system contains a catalog of courses employees can filter by skill and/or individual learning plan to identify the desired course(s). Once a course is taken, it is archived for easy access and management is notified that the course has been completed.

In support of the DOL's goal to increase adoption and use of the comprehensive learning environment across its agencies, Excella Consulting will provide the DOL with an analysis of its existing agency e-learning and training policies and identify the policy changes necessary to address discrepancies. Excella will also be responsible for addressing procedural gaps that will be determined through interviews with stakeholders and an analysis of all documented processes. Excella will ultimately deliver a compendium of documented standard operating procedures and associated workflow diagrams.

NTIS will also provide additional project management components for this work as part of its joint venture with Excella, including the development of a department-wide communications plan, a risk-management mitigation plan, and a workflow management chart corresponding to the requirements and deliverables included with this engagement.

"Since entering into this joint venture with NTIS, we've been looking forward to leveraging our e-Learning expertise in a federal setting," said Doug Sampson, Partner, Excella Consulting. "Building on the extensive federal and commercial work we've completed, our team of consultants is truly excited about this engagement with the Department of Labor to help them improve the usage of LearningLink and, as a result, develop a comprehensive learning environment for its employees."

Excella Consulting has worked directly with many federal organizations including the Office of Personnel Management (OPM), the Office of Management and Budget (OMB), the General Services Administration (GSA), and the Department of Defense Civilian Personnel Management Service (DoD CPMS) providing consulting services for the execution and implementation of enterprise and system architectures, program and project management, requirements analysis and software development and deployment. Specific initiatives included management of the Enterprise Human Resource Integration (EHRI) for OPM, strategic management for the Federal Enterprise Architecture at OMB and strategic technology planning with DoD CPMS for human resources technology, as well as providing PMO support to GSA's E-Authentication program.
