FEMA Issues RFQ for Emergency Ration Bars

Solicitation Is a Total Small Business Set-Aside; Bids Due by Sept. 17


WASHINGTON, DC--(Marketwired - September 16, 2015) - The Federal Emergency Management Agency (FEMA) issued a Request for Quote (RFQ) on Tuesday, September 15 for emergency ration bars (ERBs).

Bidders must be able to deliver 30,000 ERBs to Moffett Field, California; 150,000 ERBs to Caguas, Puerto Rico; 50,000 ERBs to Barrigada, Guam; and 50,000 ERBs to Aiea, Hawaii.

FEMA issued the following requirements:

  • 3,600-calorie ERB (72-hour food supply)
  • 27-ounce packet containing nine individual bars, with a minimum of 400 calories per bar
  • U.S. Coast Guard approved and compliant
  • A shelf life of at least five years
  • Non-thirst provoking formula
  • Withstand extreme conditions and temperatures of up to 149°F
  • Delivered by no later than October 21, 2015

FEMA will evaluate bids based on technical approach; past performance; and price.

Proposals are due by e-mail to Contract Specialist Toye Hobday at toye.Hobday@fema.dhs.gov and Contracting Officer Biana Meira-Penna at bianca.Meira-Penna@fema.dhs.gov by no later than Thursday, September 17, 2015 at 1 p.m. EST.
