FEMA Seeks Bids for the Installation of Audiovisual Equipment

Services to Be Provided in Its Oakland Office

WASHINGTON, DC--(Marketwired - September 14, 2015) - The Federal Emergency Management Agency (FEMA) on September 11, 2015, issued a Request for Quote for a firm fixed-price contract to upgrade its audiovisual equipment in the Oakland, Calif.-based FEMA office.

FEMA issued this RFQ under FAR 52.219-6 Notice of Total Small Business Set-Aside in the community, local, and state jurisdictions and other interested parties.

The contract is expected to last six months, with delivery and installation of equipment to be determined after contract award and kick-off meeting. FEMA wants to have equipment installed and staff trained to use it by no later than the end of March 2016.

Contractors responding to this RFQ must be registered in the System for Award Management (SAM) database. FEMA will evaluate submitted quotes on three factors:

  • Price
  • Technical capability
  • Past performance, which can include up to three contracts completed since 2013 equal or similar to this project

A bid also must include the contractor’s Small Business Subcontracting Plan. FEMA expects contractors to set aside at least 30 percent of its planned subcontracting to small businesses, and at least:

  • Five percent for Total Small Disadvantaged Businesses, both Section 8(a) and non-Section 8(a) firms
  • Five percent for Women-owned Small Businesses
  • Three percent for Service-disabled Veteran-owned Small Businesses
  • Three percent for Historically Underutilized Empowerment Zone (HUBZone) Small Businesses

Subcontractors who believe they fit in one or more of these categories but have not yet registered with FEMA as such will not qualify to complete subcontracted services.
