FEMA Seeks Help Analyzing Flood Insurance and Mitigation Administration Regulations

WASHINGTON, DC--(Marketwired - September 14, 2015) - The Federal Emergency Management Agency (FEMA) on September 11, 2015, issued a Request for Quote for a firm fixed-price contract for a contractor to provide support and assistance preparing a regulatory impact analysis and initial regulatory flexibility analysis for flood insurance and mitigation administration regulations.

Contractor and FEMA regulatory economists will develop a regulatory assessment and initial regulatory flexibility analysis for future rule making efforts. Final analysis must be readily assessable and understandable, per FEMA guidelines.

The contract is expected to last 12 months, with FEMA planning to provide additional information about start date and evaluation to winning bidder.

Contractors responding to this RFQ must be registered in the System for Award Management (SAM) database. FEMA will evaluate submitted quotes on four factors:

  • Key personnel
  • Past performance
  • Technical and management approach
  • Price

The offeror’s technical (non-price) proposal is significantly more important than price, according to the RFQ.

This acquisition is set aside as 100 percent Historically Underutilized Business Zones (HUBZone), with a small business size standard of $15 million.
