FEMA To Seek Programmatic Technical Assistance Support Services

WASHINGTON, DC--(Marketwired - September 28, 2015) - The Federal Emergency Management Agency (FEMA) released on Friday, September 25, 2015 a pre-solicitation for programmatic technical assistance support services for the Department of Homeland Security (DHS)/FEMA/Federal Insurance and Mitigation Administration (FIMA)/Risk Reduction Division (RRD) located in Arlington, Virginia.

The FEMA/Acquisition Operations Division/Mitigation Section intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract, which allows only firm-fixed-price (FFP) task orders under the authority of FAR Part 12. The objective of this procurement is to obtain reliable, efficient, and effective programmatic technical assistance for the Risk Reduction Division (PTARRD). This includes (but is not limited to) programmatic support, enhancement of FEMA benefit-cost tools, loss avoidance methodology, mitigation grants business process streamlining support, and enterprise data analytics needs for Hazard Mitigation Assistance (HMA) programs. Work shall be performed primarily in the greater Washington D.C.

Within FEMA, the Federal Insurance and Mitigation Administration (FIMA) is responsible for creating safer communities by reducing loss of life and property, protecting investments,and advancing long-term sustainability, which helps enable individuals to recover more rapidly from floods and other disasters and lessen the financial impact of disasters.

Though no solicitation or request for proposal (RFP) is currently available, this will be an 8(a) competitive acquisition, which FEMA intends to make available at fedbizopps.gov on or about October 5, 2015. Proposals will be due October 28, 2015.

The NAICS code is 541611 (Administrative Management and General Management Consulting Services) with a Product Service Code (PSC) of R499 (Support -- Professional: Other). The Small Business Size Standard for this NAICS is $15.0 million. Any responsible 8(a) concern may submit a proposal.

The Period of Performance is estimated to be a one five-year ordering period, with an anticipated contract start date of January 2, 2016.
