First Metals Achieves Major Milestone-Key Permit Received

TORONTO, ONTARIO--(CCNMatthews - Nov. 20, 2006) - First Metals Inc. (TSX:FMA) is pleased to report that it has received the Certificate of Authorisation ("C of A") from the Quebec Ministry of Sustainable Development, the Environment and Parks, to dewater its open pit and underground workings and commence exploration at the Fabie Bay site, near Rouyn-Noranda, Quebec.

This authorisation is the key permit required for the underground development of the Fabie Bay Copper deposit. Included in this permit are authorisations to complete the following:

a) dewatering the open-pit and the ramp areas;

b) constructing and monitoring a 6,000 m3 settling pond;

c) discharging the treated water;

d) extracting 21,000 tonnes of underground waste rock;

e) building a 300 m2 ore stockpile and crusher area;

f) building a 1,500m2 waste rock storage area; and

g) building a 2,010 m2 loam stockpile for future site rehabilitation.

"Receipt of the C of A is a key milestone in the development of the Fabie Bay Copper deposit," stated Company President Brian A. Ferguson. "This is exciting, as it now allows us to commence immediate dewatering of the ramp and the open pit area as well as accelerate final construction of all of the surface areas and installation of electrical substations and the ore crusher. As the personnel, equipment and infrastructure are on site, we anticipate completing all of this work prior to year end. This in turn, will enable us to take the 50,000 tonne bulk sample."

Chairman and C.E.O. James Beatty added: "A lot of time and effort went into the engineering and compilation of the information required to obtain this permit, and we would like to thank the Rouyn-Noranda staff and Golder and Associates for their efforts in this regard. Over the next few weeks, once the dewatering is completed, we can look forward to getting underground and focusing on mine development and extraction methods."
