Government of Canada Announces Appointment to the Public Service Labour Relations and Employment Board: Catherine Ebbs Appointed Chairperson

The Honourable Shelly Glover, Minister of Canadian Heritage and Official Languages, today announced the appointment of Catherine Ebbs as Chairperson of the Public Service Labour Relations and Employment Board, effective October 9, 2014, for a term of five years.

Quick Facts

-Ms. Ebbs has been chair of the Public Service Labour Relations Board since July 2014.

- She was previously chair and chief executive officer of the Royal Canadian Mounted Police External Review Committee for eight years, starting in 2005. Before this, she served the Committee as senior legal counsel and executive director.

- Ms. Ebbs is also the former chair of the Heads of Federal Administrative Tribunals Forum.

- From 1987 to 2003, Ms. Ebbs was a member of the Parole Board of Canada; she served as the vice-chair of its Appeal Division for 10 of those years.

- Ms. Ebbs holds a Master of Laws from Osgoode Hall Law School, a Bachelor of Laws from the University of Ottawa, and a Bachelor of Arts from Carleton University.

- The Public Service Labour Relations and Employment Board is an independent quasi-judicial tribunal that operates at arm's length from government. The mandate of the Board is to protect the integrity of the staffing, promotion and layoff function; to protect the human rights of federal public sector employees; and to contribute to and promote effective labour relations in the federal public sector across Canada. The Board's authority impacts on all employees in the federal public sector, who are critical to the well-being of the country and its citizens.

- The new Board results from the merger of the Public Service Labour Relations Board and the Public Service Staffing Tribunal, as announced in the Economic Action Plan Act, 2013, No. 2. It will be established in November 2014 by the Public Service Labour Relations and Employment Board Act.
