Government of Canada Appoints 5 Members to the Payments in Lieu of Taxes Dispute Advisory Panel

GATINEAU, QUEBEC--(Marketwire - March 8, 2011) - The Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women, made an important announcement today regarding the Payments in Lieu of Taxes Program.

"The Government of Canada is pleased to announce the appointment of three new members and reappointment of two past members to the Payments in Lieu of Taxes Dispute Advisory Panel," said Minister Ambrose. "These members are joining a panel that has been put in place to ensure all disputes that may arise from these types of payments are reviewed in a fair and appropriate manner by persons who have relevant and significant expertise."

The panel acts as an impartial review and advisory forum where municipalities and other Canadian taxing authorities can present their concerns regarding the payments in lieu of taxes they have received with respect to federal real property and Crown corporation property.

Members were selected based on their professional background, expertise and experience that include the fields of real property valuation, real property law, Canadian property tax systems and provincial models of assessment and taxation. Their names and cities of residence are as follows:

Name City of Residence Province/Territory
Linda Diane Garber
Michael G. Drake
Mathieu L'Écuyer
Patricia L. Cooper
Guy J. Bourgeois
St. Albert
Nova Scotia
Prince Edward Island

Through the Payments in Lieu of Taxes Program, the Government of Canada distributes about $470 million annually to some 1,300 real property taxing authorities including municipalities, provinces, school boards, local services boards and First Nations. These payments contribute to the cost of local government in communities where federal property is situated. Although discretionary, they are made in recognition of the valuable direct and indirect services the Government of Canada receives from local governments.
