The award was created in the memory of the late Governor to recognize and honor a New Yorker who, through their commitment to public service, has improved the future well-being of New York citizens through his/her leadership, dedication and guidance.

Destito was confirmed as Commissioner in May, 2011. She is the first woman to hold the position. She spent 19 years in the New York State Assembly where she worked to advance and strengthen the state's procurement practices, opportunities for minority and women-owned businesses, and support for military families. Destito was also involved in reforming the state's ethics law, improvements to the state's Freedom of Information Law (FOIL) and highlighting the need for information technology resources to improve the quality and cost-effectiveness of government services, including higher education institutions.

Beginning in 2001, Destito served as chairwoman of the Assembly Standing Committee on Governmental Operations, which provides legislative and budget oversight to the Office of General Services (OGS).

Currently, Commissioner Destito is actively involved in the SAGE (Spending and Government Efficiency) Commission, helping to reorganize government operations and control costs.
