The Grand Council of the Crees and the Cree First Nation of Waswanipi Announce a Second Agreement on the Exploration of Rare Earths

GATINEAU, QUEBEC--(Marketwire - Dec. 8, 2011) - The Grand Council of the Crees (GCC) and the Cree First Nation of Waswanipi (WFN) are pleased to announce the signature of a pre-development agreement (PDA) with Canada Rare Earths (CRE) for the exploration of rare earths at the Goeland property.

This is the second agreement signed in the space of a month. On November 19, the GCC and the WFN announced the signature of a PDA with GeoMegA for their rare earths project in Monviel (ref.: http://www.cnw.ca/en/story/862439/geomega-annonce-une-entente-de-pre-developpement-a-montviel-avec-le-grand-conseil-des-cris-ei-et-la-premiere-nation-crie-de-waswapini).

This PDA foresees the creation of employment and business opportunities for the Crees during the pre-development period of the Goeland project. It also includes a study to be performed on these opportunities and the implementation of a common communications strategy if a mine is established. In addition, the Crees will be involved as contributors to the various studies for the project such as the evaluation of social and environmental impacts.

Chief Paul Gull of the Cree First Nation of Waswanipi has stated that: "The exploration companies seem to have heard our voice. Our community and the Council of the Cree First Nation of Waswanipi are interested in collaborating with the mining industry. We hope that the businesses present in our territory follow the same path as Canada Rare Earths and GeoMegA. The signature of these agreements ensures the meaningful participation of our members without sacrificing sustainable development."

The PDA jointly developed by the GCC, WFN, and CRE is, according to the co-signers, a first step toward the development of a subsequent agreement on repercussions and benefits (ARB).
