WHO:
State of Texas Alliance for Recycling (STAR); a group of organizations, government agencies and businesses whose mission is to increase recycling rates in Texas to the highest level afforded by balanced economic and environmental sustainability principles.

WHAT:
Final report of the Texas Recycling Data Initiative; a study begun by STAR in 2010 and managed by Burns & McDonnell to determine how much recycling is occurring in Texas, and provide accurate information for future policy decisions by the State Legislature.
